It is extremely important to establish and operate an effective whistleblowing system in the prevention and detection of corporate scandals. However, considering Japan's cultural background and employment system, it is not always easy to effectively operate the whistleblowing system. In order to prevent the creation of "unhealthy conditions" that can be a breeding ground for long-term, widespread fraud as a business practice, I will examine what measures can be taken from the perspective of incentives, and consider why it is necessary to improve the effectiveness of the whistleblower system now.
