The Whistleblower Protection Act and the Power Harassment Prevention Act, among others, require the establishment of a system for investigating and responding to whistleblowers and reports of harassment. However, even when investigating whistleblowers, the current situation is that there are almost no opportunities to receive training on practical know-how such as how to conduct an investigation, in what order to interview subjects, what questions to ask when interviewing them, what materials should be collected in addition to the interviews, and how to determine the presence or absence of facts as the results of an investigation.
